AN ACT proposing an amendment to Section 36 of the Constitution of Kentucky relating to sessions of the General Assembly.
     Propose to amend Section 36 of the Constitution of Kentucky to limit odd-year sessions to revenue and appropriations bills, other subjects that may be proposed by the Governor through the filing of a proclamation, and two subjects proposed for consideration by the Senate President and the House Speaker and agreed to by both of them, drafted into bills and filed in the appropriate house; permit statutory committees to meet during odd-year sessions; restrict action upon revenue and appropriation bills in even-year sessions to three-fifths vote; establish effective date of amendment as January 1, 2014, if ratified by the voters; provide schedule for implementation; submit to voters.
