     AN ACT relating to natural gas pipelines.
     Create new sections of KRS Chapter 278 to: define public interest pipelines as those abandoned by FERC; declare processing and transportation of gas in public interest pipelines to be in the public interest; require public interest pipelines that deliver gas for intrastate commerce comply with KRS 278.485; require public interest pipelines to transport gas on behalf of other entities; increase transportation availability and capacity on public interest pipelines; require public interest pipelines to repair and maintain pipelines and facilities; require that rates of public interest pipelines be reasonable and nondiscriminatory; ensure that no public interest pipeline gives any unreasonable preference in rates and service; require public interest pipelines to file detailed maps with the Public Service Commission; require the Public Service Commission to prescribe a reasonable rate when a rate has been found to be unreasonable; create provisions to provide for oversight of rates by the Public Service Commission; create provisions for general oversight and regulation of public interest pipelines by the Public Service Commission; create provisions for the regulation of public interest pipelines that transport more than 199,999 million cubic feet of natural gas per year.
