     AN ACT relating to animal control.
     Amend KRS 258.095 to define "attack", and "pet", and animal control officer; amend KRS 258.195 to allow cities, counties, urban-county, and charter county governments to employ animal control officers for the enforcement of this chapter and local dog control ordinances; give dog wardens and animal control officers authority to issue uniform citations for the enforcement of the ordinances; amend KRS 258.215 to allow dog wardens (DWs) and animal control officers (ACOs) extra powers for seizure and impoundment; amend KRS 258.225 to penalize DWs and ACOs for refusal to perform duties under chapter; amend KRS 258.235 to remove liability from person seizing or attempting to kill a dog violating subsection; remove responsibility from actor from an attempt to kill or seize; mandate that dogs in violation of the section that are seized be turned over to a dog warden, animal control officer, or peace office for impoundment; subject an owner or keeper of a dog that has attacked a person to certain penalties, and subject the dog to confinement or subsequently to noncompliance, subject the dog to destruction by court order; allow ACO or DW to enforce orders of court; allow dog warden, animal control officer, or peace officer to destroy a vicious dog running at large without liability; amend KRS 258.245 to declare unlawful for a person except a peace officer, DW, or ACO to injure or kill a licensed dog; define modes of restriction; allows DW or ACO to seize or destroy lone, loose dog after dark; amend KRS 258.305 to include DWs and ACOs under recompensation statute; amend KRS 258.325 to include DWs and ACOs in chapter; amend KRS 258.345 to include DWs and ACOs in chapter; amend KRS 258.990 to raise penalty for violating KRS 258.195(4)(e); amend KRS 258.135 to allow counties to issue additional licenses in conjunction with rabies license.


     HCS - Retain substantial provisions of the original bill; delete the definition of pet; delete reference to worrying livestock; require a dog seized by a property owner to be surrendered to the dog warden or officer; delete language referring to a dog biting a minor child or peace officer; delete any "person" as who may kill, without liability, a dog found running at large; delete requirement to keep dog restricted during the day; drop wounding or killing pets as a cause to destroy a dog; exempt hunting dogs while engaged in hunting or returning to be exempt from restrictions of running at large in a quarantined area;
