The 2005 General Assembly enacted legislation directing the studies listed below. Additional studies may also be undertaken in the 2005 interim as directed by the LRC. KRS 7.100(2) states that in its sole discretion the LRC may grant or deny the request to create an entity or alternatively assign the subject matter of the proposed study or review to an existing committee or task force.  Studies are assigned to:

Brief Description of All Studies

ADVISABILITY OF LICENSING PHYSICIAN ASSISTANTS

  • Legislation – 2005 House Concurrent Resolution 121 (HCR 121)
  • Brief Description – LRC staff is to study the advisability of licensing physician assistants.
  • Completion Date – Report to the appropriate committees by December 15, 2005.

BLUE RIBBON PANEL ON PUBLIC EMPLOYEE HEALTH BENEFITS

  • Legislation– 2004 SS House Bill 1 (HB 1); reauthorized in 2005, HB 267
  • Brief Description – Panel is to examine all aspects of health benefits available to public employees.
  • Completion Date – Written report and proposed legislation due to the Legislative Research Commission, the Governor, and the Chief Justice of the Supreme Court no later than August 1, 2005.

EFFECTIVENESS OF SALES AND USE TAX EXEMPTIONS FOR ENHANCING ECONOMIC DEVELOPMENT

  • Legislation – 2005 House Bill 272 (HB 272)
  • Brief Description – LRC staff is to study the effectiveness of the exemptions and exclusions from the sales and use tax imposed under KRS Chapter 139 for enhancing economic development within the Commonwealth.
  • Completion Date – Report to the appropriate committees by December 1, 2006.

KENTUCKY BROADBAND TASK FORCE

  • Legislation – Established in 2004 House Bill 627 (HB 627); reauthorized in 2005, HB 267.
  • Brief Description – Creates the Kentucky Broadband Task Force to meet during the 2004 and 2005 Interims to examine the deployment of broadband in the Commonwealth.
  • Completion Date – Interim report due to LRC and the Governor no later than November 15, 2004, final report submitted by November 15, 2005.

LOCAL TAXATION, TASK FORCE ON

  • Legislation – 2005 House Bill 272 (HB 272)
  • Brief Description – The task force is to review the current structure of local taxation.
  • Completion Date – Report due to the Interim Joint Committees on Appropriations and Revenue and Local Government no later than November 1, 2005.

NATIONAL GUARD AND RESERVISTS MEDICAL CARE, TASK FORCE ON

  • Legislation – 2005 Senate Bill 80 (SB 80)
  • Brief Description – The task force is to examine medical and dental care for Kentucky National Guard and Reservists in times of mobilization through deployment.
  • Completion Date – Findings and recommendations due to LRC no later than December 1, 2005.

SCHOOL CALENDARS AND THE TOURISM INDUSTRY, TASK FORCE ON

  • Legislation – 2005 House Concurrent Resolution 55 (HCR 55)
  • Brief Description – The task force is to examine the effect of school calendars on Kentucky's tourism industry and the potential effect that changes in school calendars may have on Kentucky's educational system.
  • Completion Date – Report due to LRC no later than December 15, 2005.

SCHOOL DISTRICT EFFICIENCY AND EFFECTIVENESS REVIEW

  • Legislation – 2005 House Bill 267 (HB 267)
  • Brief Description – The Office of Education Accountability is directed to conduct an inventory and assessment of indicators that may be used to analyze financial, academic, and demographic data in order to evaluate school performance.

SCHOOL FACILITY CONSTRUCTION COMMISSION REVIEW

  • Legislation – 2005 House Bill 267 (HB 267)
  • Brief Description – The Office of Education Accountability is directed to conduct a review of the SFCC's ability to provide local school districts with necessary debt service assistance to maintain a facility program that will be conducive to a positive learning environment.
