RELATES TO: KRS 151B.025
STATUTORY AUTHORITY: KRS 151B.025, 156.035, 156.070
NECESSITY, FUNCTION, AND CONFORMITY: KRS 151B.036 specifies that the cost of operating area vocational education centers shall be transferred annually from the secondary funds administered by the Kentucky Department of Education for that purpose. This administrative regulation establishes the means whereby the Department of Education transfer funds to the Department for Adult and Technical Education.
Section 1. Funds appropriated to serve secondary vocational education students in state-operated vocational technical schools and area vocational centers shall be allocated on the basis of the number of full-time equivalent (FTE) three (3) hour students enrolled as of October 1. The amount calculated per FTE shall be determined by dividing available funds by the total number of secondary students served in the Kentucky Tech system.
Section 2. For those centers housed in facilities owned by a local board of education, twenty (20) percent of the funds generated by FTE shall be transferred to that local district for retirement of debt service and building maintenance. The remaining eighty (80) percent shall be transferred to the Department for Adult and Technical Education for operating the instructional programs.
Section 3. If the facility is state-owned, 100 percent of the funds shall be transferred to the Department for Adult and Technical Education. (17 Ky.R. 692; eff. 10-14-90.)
