HB 180 (BR 371) - C. Rollins II
AN ACT relating to educator effectiveness and evaluation.
Amend KRS 156.557 to require the Kentucky Board of Education to establish a statewide system of evaluation for all certified personnel; require the Department of Education, in consultation with teacher and principal steering committees, to develop the system prior to the 2014-2015 school year; specify criteria for the statewide plan; delete three-phase alternative evaluation plan; allow waiver of evaluation plan under certain conditions.
HB 180 - AMENDMENTS
HCS - Retain original provisions, except delete suggested use of parent surveys in evaluation system; revise language regarding waiver process; make technical corrections. HFA (1, C. Rollins II) - Encourage the Kentucky Board of Education to include parent surveys as a source of data. HFA (2, J. Hoover) - Require the Kentucky Board of Education to include parent surveys as a source of data. HFA (3, J. Jenkins) - Retain original provisions, except require approval by the Kentucky Board of Education of a local school district's alternative effectiveness and evaluation system if the system meets specific criteria. SCS (1) - Retain original provisions, except revise definitions; revise language regarding waiver process and individual teacher data disclosure. SCS (2) - Retain original provisions, except revise definitions; revise language regarding waiver process and individual teacher data disclosure. SFA (1, G. Neal) - Require the Kentucky Board of Education to approve a waiver request for an alternative evaluation system.
