HFA (1, J. Fischer) - Create a new section of KRS Chapter 17A to require that any state-based health benefit exchange be established by the General Assembly; declare that any current or future state-based health benefit exchange established in violation of this section is void and unenforceable.

Fischer) - Delete Sections 1 to 6 in their entirety and create a new section of KRS Chapter 17A to require that any state-based health benefit exchange be established by the General Assembly; declare that any current or future state-based health benefit exchange established in violation of this section is void and unenforceable.
