AN ACT relating to solid waste.
Amend KRS 109.056 to allow local governments to enact ordinances establishing procedures for the collection of solid waste taxes or service fees; allow local governments to collect delinquent solid waste collection taxes or fees through contract with the Department of Revenue at the commissioner of the department's discretion; allow the department to collect an extra 20 percent of the amount due for collection; allow the department to offset and apply to the outstanding liability any money or other personal property, excluding liens on motor vehicles, owed to the debtor to satisfy the debt.
