     Amend KRS 38.440 to permit veterans' service organizations to drill or parade with arms; permit people participating in reenactments of the French and Indian War, Revolutionary War, War of 1812, United States Civil War, or Spanish-American War to drill or parade with arms; EMERGENCY.
