Public
printing -- Contract for -- Officers not to have interest in -- Governor to approve.
The
printing and binding of the laws, journals, department reports, and all other public
printing and binding, shall be performed under contract, to be given to the lowest
responsible bidder, below such maximum and under such regulations as may be prescribed by
law. No member of the General Assembly, or officer of the Commonwealth, shall be in any
way interested in any such contract; and all such contracts shall be subject to the
approval of the Governor.
