Assembly not to audit nor allow private claim -- Exception -- Appropriations.
The General
Assembly shall neither audit nor allow any private claim against the Commonwealth, except
for expenses incurred during the session at which the same was allowed; but may
appropriate money to pay such claim as shall have been audited and allowed according to
law.
